A UAE steel manufacturer with plants in Abu Dhabi and Sharjah layered energy, environmental and safety management onto its existing quality system without running parallel systems. Here is how — and why it matters for steel and heavy industry in Oman.

Client Arabian Gulf Steel Industry LLC (AGSI)
Sites Abu Dhabi plant • Sharjah plant • Corporate office, Dubai (UAE)
Industry Steel manufacturing for construction, infrastructure, fabrication and reinforcement
Markets UAE and the wider GCC
Engagement 2021 – present, multi-site, multi-phase (5+ years)
Starting point ISO 9001:2015 already certified (Care Certification)
Achieved with Qdot ISO 50001 (energy) • ISO 14001 (environment), integrated with ISO 9001
In progress ISO 45001 (occupational health & safety) for both plants
Certification bodies Care (ISO 9001) • KBS (ISO 50001) • NORMEIRA (formerly TÜV Apex) (ISO 14001; ISO 45001 planned)
Audit record Initial, surveillance and recertification audits passed across all standards, with no major non-conformities

Why this case study matters to industry in Oman

Steel is one of the clearest success stories of Oman's industrial diversification. The Sultanate moved from importing steel to exporting it, led by the integrated mill at Sohar Port, with further rebar and billet capacity built in Sohar and Salalah and new investment still arriving. Much of that output goes to export markets and large infrastructure projects — buyers that check certifications as a condition of doing business.

Three national priorities are raising the bar for every heavy industrial operator in Oman:

  • Energy and carbon. Oman has committed to net-zero emissions by 2050, and Oman Vision 2040 places environment and natural resources among its priorities. OPAZ has launched an Energy Excellence Programme with OQ Alternative Energy to cut emissions across economic zones, free zones and industrial cities, including advice on ISO 50001 certification, and has signed agreements in green steel and direct reduced iron.
  • Environmental permitting. Under Ministerial Decision 107/2023, project owners must hold an environmental permit from the Environment Authority, submit monitoring reports on time, keep a plan for hazardous and non-hazardous waste, and use best available practices to reduce emissions and odours. Missed reports and lapsed permits are violations that can lead to fines, suspension or cancellation.
  • Worker safety. Furnaces, rolling mills, cranes and heavy logistics carry serious occupational risks, and main contractors and international buyers increasingly expect a certified safety management system from their suppliers.

AGSI's story shows how a two-plant steel operation answered all three demands with one integrated system rather than three separate ones — a model that applies directly to mills and fabricators in Sohar, Duqm, Salalah, Rusayl and Nizwa.

About AGSI

Arabian Gulf Steel Industry LLC produces steel products for construction, infrastructure, industrial fabrication and reinforcement, serving customers across the UAE and the wider GCC. It runs two plants — one in Abu Dhabi and one in Sharjah — each answering to a different emirate-level regulator, with corporate oversight from Dubai. Like Omani steel producers, AGSI sells into markets where internationally recognised certification is increasingly a prerequisite.

The challenge

AGSI already had solid quality controls under ISO 9001. What it lacked was a structured way to manage energy — one of the largest costs in steelmaking and the main driver of its carbon footprint. Leadership wanted a roadmap that would:

  • add ISO 50001 without creating a second, parallel system;
  • extend environmental management (ISO 14001) to both plants;
  • later add ISO 45001 to formalise worker safety;
  • keep every certificate valid across standards, plants and audit cycles; and
  • use only certification bodies accredited by Global ACI MRA signatories for the relevant scope.

Running two plants under two regulators made consistency the hardest part. Omani operators with sites in more than one industrial city, or under both OPAZ and a municipal authority, will recognise the same problem.

Why AGSI chose Qdot

  • Independence. Qdot is a pure consultancy with no commercial ties to certification bodies, so each certifier is chosen on merit.
  • Accredited certification only. Every certificate comes from a body accredited by a Global ACI MRA signatory, so it is recognised by buyers and regulators across the GCC and beyond.
  • Multi-standard, heavy-industry experience. Practical knowledge of how quality, energy, environment and safety fit together on a steel plant floor.
  • Continuity. The same consultant team from year one, carrying system knowledge forward across every audit.
  • Hands-on delivery. Documentation, training and on-site support together, not documents alone.

The approach: one system, built in phases

Phase 1 — ISO 50001 energy management (certified by KBS)

Qdot reviewed energy use at both plants, set energy baselines and indicators for the major consumers, and built an energy management system on top of the existing ISO 9001 framework, so energy became part of how the plants are run rather than a separate exercise.

Phase 2 — Keeping the system alive

The same team supported annual surveillance and three-year recertification audits, internal audits, management reviews and corrective actions, keeping both standards current and the system in daily use.

Phase 3 — ISO 14001 environmental management (certified by TÜV Apex)

Environmental management was added for both plants, covering air emissions, waste (including steel-specific by-products), water, noise and emergency preparedness — the same areas an Omani environmental permit asks operators to monitor and report on.

Phase 4 (in progress) — ISO 45001 occupational health and safety

Qdot is leading hazard identification and risk assessment, integrating ISO 45001 into the existing system, training staff and coordinating certification body selection for both plants.

Results

  • One integrated system covering quality, energy and environment across two plants, with corporate oversight from Dubai.
  • A formal energy baseline and improvement process for furnace, rolling and utility operations.
  • Independently audited environmental credentials at both plants.
  • Unbroken certification with no major non-conformities or certificate disruptions across standards and audit cycles.
  • Internationally recognised certificates from bodies accredited under Global ACI MRA signatories.
  • A platform ready to grow — ISO 45001 now, with ESG frameworks or ISO 27001 as future scope extensions.

In AGSI's words

"We've worked with Qdot for five years now across both our Abu Dhabi and Sharjah plants. Same consultant, same level of expertise, year after year. Every surveillance audit, every recertification — clean results. Highly recommended for any industrial operation serious about maintaining certification without disruption."

Lessons for steel and heavy industry in Oman

  • Integrate from the start. One system for quality, energy, environment and safety means one set of procedures, one internal audit programme and one management review — less duplication and less audit fatigue.
  • Treat ISO 50001 as a business decision. Energy is a major cost in steel, and Oman's net-zero path, the OPAZ Energy Excellence Programme and export buyers' carbon questions all point the same way. A certified energy baseline is the starting point.
  • Let ISO 14001 carry your permit obligations. Monitoring, waste plans, emission controls and reporting deadlines under Oman's environmental permit rules fit naturally inside an ISO 14001 system, so compliance runs on a schedule rather than in a rush.
  • Check accreditation, not just the certificate. Export customers and main contractors verify who issued a certificate and under what accreditation. Use only bodies accredited by Global ACI MRA signatories.
  • Multi-site needs one partner. Sites in different industrial cities, or under different authorities, stay consistent when one team owns the whole system.
  • Surveillance audits are the real test. Passing the first audit is the start; clean surveillance and recertification results prove the system is actually used.

How Qdot supports industry in Oman
