When an international buyer asks whether your factory is socially compliant, the answer has to be visible on the production floor — not only inside an HR file.
Qdot provides WRAP Consultancy in Oman for production facilities in apparel, garments, footwear, leather goods, textiles, sewn products and related manufacturing that need to demonstrate responsible workplace practices to global buyers and supply-chain partners. Our work focuses on the areas a social-compliance auditor will actually test: recruitment, worker contracts, wages, working hours, grievance mechanisms, health and safety, dormitory conditions where applicable, environmental practices, customs controls, security and management oversight.
For factories looking for WRAP Certification in Oman, Qdot helps management understand the WRAP 12 Principles, identify high-risk gaps, prepare the facility and workforce for a third-party audit, close corrective actions and build routines that can survive both the certification audit and the unannounced post-certification assessments that WRAP may conduct.
WRAP in One Sentence
WRAP certification is a facility-level social compliance certification for eligible production units; it is not a certificate for a brand, retailer, group head office or consultancy company.
Why WRAP Is Different from a Typical Management-System Project
A WRAP project is not primarily about creating a manual. Auditors compare management statements with payroll, time records, personnel files, production conditions and worker interviews. A policy may say overtime is voluntary, for example, but the real test is whether working-hour records, production targets and employee interviews support that claim.
This is why Qdot approaches WRAP Certification in Oman as a factory-behaviour and evidence project. The objective is to make sure legal compliance, worker treatment and production practices tell the same story across every shift.
Who Can Seek WRAP Certification?
WRAP certification is granted to individual production units. It is principally intended for factories producing apparel, footwear, sewn products, leather goods, textiles and closely related products. Each production unit is certified separately; one certificate cannot simply be applied across multiple factories.
- Garment and apparel manufacturing facilities.
- Uniform, workwear and protective-clothing factories.
- Footwear production units.
- Leather-goods and sewn-accessories facilities.
- Textile and related manufacturing operations within WRAP's program scope.
- Export manufacturers supplying brands or buyers that recognize WRAP certification.
- Existing WRAP-certified facilities preparing for annual renewal.
The WRAP 12 Principles - What the Factory Must Demonstrate
WRAP's 12 Principles are the core of the certification program. For an Oman facility, the practical challenge is converting each principle into working controls, records and day-to-day behaviour.
1. Compliance with Laws and Workplace Regulations
Employment practices, workplace rules, business conduct and other applicable legal requirements must be identified and followed in practice.
2. Prohibition of Forced Labor
Employment must be voluntary. Recruitment arrangements, contracts, worker documents, recruitment fees, freedom to leave employment and overtime practices deserve close attention.
3. Prohibition of Child Labor
Age-verification procedures, hiring records and controls for young workers must prevent unlawful or hazardous child labor.
4. Prohibition of Harassment and Abuse
Supervisory behaviour, disciplinary methods, complaints channels and worker interviews must demonstrate a respectful workplace free from coercion or abuse.
5. Compensation and Benefits
Payroll records should accurately reflect wages, overtime premiums, allowances and benefits required by law and employment terms.
6. Hours of Work
Time records, overtime, rest days and production planning must be controlled so that actual working patterns align with applicable legal limits and WRAP expectations.
7. Prohibition of Discrimination
Recruitment, pay, assignment, promotion and termination decisions should be based on legitimate job requirements rather than prohibited personal characteristics.
8. Health and Safety
Fire safety, machinery, electrical safety, chemical handling, first aid, emergency exits, drinking water, sanitation, ergonomics and worker training must be visible and effective.
9. Freedom of Association and Collective Bargaining
Facilities must respect lawful worker rights and maintain an effective route for grievances and workplace concerns.
10. Environment
The factory should comply with applicable environmental rules and control waste and other environmental impacts responsibly.
11. Customs Compliance
Production, labeling, shipment and customs records must support lawful trade and prevent illegal transshipment.
12. Security
Site, personnel, transport and cargo-security controls should reduce the risk of unauthorized access or introduction of non-manifested cargo.
The Worker Journey Review - Qdot's WRAP Readiness Method
Instead of reviewing departments in isolation, Qdot follows the worker journey from recruitment to exit. This makes it easier to identify contradictions between HR policy, payroll records, supervisor practice and worker experience.
- Recruitment: review recruitment channels, agency arrangements, fees, job offers, age verification and pre-employment information.
- Joining: check contracts, orientation, document handling, accommodation arrangements where applicable and acknowledgement of workplace rules.
- Daily work: compare shift patterns, attendance, production targets, break arrangements, overtime and supervisor practices.
- Pay cycle: reconcile time records, overtime calculations, deductions, benefits, leave and payroll evidence.
- Worker voice: examine grievance routes, confidentiality, retaliation safeguards, worker committees and complaint closure.
- Safety at work: walk the production floor, warehouses, utilities and common areas to test fire, machine, electrical, chemical and emergency controls.
- Living conditions: where accommodation is provided, review housing safety, sanitation, occupancy, emergency arrangements and worker access.
- Exit: review resignation, termination, final settlement, document return and whether workers can leave employment without coercive barriers.
Document-to-Reality Triangulation
WRAP readiness becomes much stronger when three sources agree: the written rule, the record and the worker's experience. Qdot therefore tests critical issues through evidence triangulation rather than checking documents one by one.
| Risk Area | Records We Test | Reality Check |
|---|---|---|
| Working hours | Attendance, shifts, overtime, payroll | Worker interviews and production patterns |
| Wages & benefits | Payroll, contracts, leave, deductions | Worker understanding and payment timing |
| Forced-labor risk | Recruitment files, fees, documents | Freedom to leave and worker testimony |
| Harassment & discipline | Rules, complaints, disciplinary files | Supervisor behaviour and worker confidence |
| Health & safety | Inspections, training, permits, incidents | Physical conditions on every relevant area/shift |
| Security/customs | Shipment, visitor, seal and cargo records | Actual site and transport controls |
WRAP Certification Process in Oman
WRAP currently uses a facility-based certification process. Qdot can prepare and support the facility, while the audit must be conducted by a WRAP-accredited monitoring firm and the certification decision remains with WRAP.
1. Facility Application
The production unit applies to WRAP, selects a monitoring firm and pays the applicable WRAP registration fee.
2. PASA Readiness
WRAP offers a pre-audit self-assessment (PASA). Qdot can use the PASA and the 12 Principles as a structured readiness tool before the independent audit.
3. Full Facility Audit
A WRAP-accredited monitoring firm conducts the social-compliance audit. The review can include documents, factory conditions, management interviews and worker interviews.
4. Corrective Action
If non-compliances are identified, the facility must correct them and provide acceptable evidence. Additional inspection or verification may be required.
5. WRAP Review and Certification Decision
The monitoring firm sends its report to WRAP. WRAP staff and an independent review board evaluate the case before certification is issued.
6. Annual Certification and Ongoing Compliance
WRAP certificates are now annual certifications of compliance. Facilities must continue complying throughout the certificate period and may be subject to random, unannounced post-certification assessments.
2026 Program Update
From 1 March 2026, WRAP stopped issuing two-year Platinum certificates and removed the previous Gold/Platinum certification levels. Successful facilities receive an annual Certification of Compliance. Existing Platinum certificates remain valid until their stated expiry dates.

WRAP Consultancy and WRAP Certification Support Across Oman

For Factories Responding to a Buyer Requirement
A buyer may accept WRAP certification in different ways depending on its own responsible-sourcing program. Before a facility spends time and money on certification, Qdot recommends confirming the buyer's exact expectation: whether WRAP is accepted, whether a particular monitoring firm is preferred, whether the buyer requires its own audit in addition to WRAP, and the target completion date.
For Existing WRAP-Certified Facilities
Renewal is not simply an administrative extension. WRAP-certified facilities undergo a new audit, and current certification decisions reflect evolving regulations and program requirements. Qdot can help review the previous audit, corrective-action history, working-hour trends, management changes, worker turnover, safety performance and new buyer expectations before the renewal audit.
WRAP vs SEDEX/SMETA vs SA8000
| Framework | What It Is | Typical Use | Certification? |
|---|---|---|---|

| SEDEX / SMETA | Sedex platform plus SMETA social-audit methodology | Buyer supply-chain transparency and social audit sharing across many sectors | SMETA is an audit, not a certification |
| SA8000 | Social accountability management-system standard | Organizations seeking a certifiable social-accountability system | Yes, through the applicable certification route |
